Here are some weapons that doesn't seem to be used by anyone.
*note* DM = Debug Menu, OBJ = object, SEQ = sequence So make sure you're using the Debug Menu to view these weapons.

As you can see, this looks like the Lazy Shell but with a redish, orangish color. It's possible that this was a weapon for Mario but got taken out.

This looks like the Troopa Shell but without wings.
OBJ - 21B SEQ - 01
This also looks like the Lazy Shell but green. Maybe it was for Luigi when they started working on the game.
OBJ - 21C SEQ - 00
This is like taking the Nok Nok Shell and fusing it with the Troopa Shell.
